以南京中心城区江南片为研究对象,基于中心城区江南片存在问题以及城市发展价值取向,尝试用定性分析和定量论证相结合的方法构建“基于政府规划引导的基准模型+基于基地条件评估的校核模型”的可转移区域选址框架.基准模型与相关法规政策中对中心城区江南片建设用地开发强度的整体规划管控契合,体现区域层面的宏观把控引导; 而校核模型则是在全面考虑相关城市要素的基础上,利用多因子综合评价体系,根据具体地块被划作接收区与转让区的适宜程度,对其赋值,体现地块层面的中观落实调整.最后根据开发权供需平衡的转移原则,对模型叠合后的研究成果进行校核.

The study takes Nanjing city center as the research object, based on the characteristics and problems and development orientation of the center of Nanjing city, trying to construct “benchmark model based on the government planning guidance + verification model based on the the assessment of the condition of the site” framework of transferable area site selection, by using a combined method of qualitative analysis and quantitative demonstration. The benchmark model is in line with the overall planning and control of the development intensity of the construction land in Jiangnan section of the central urban area in relevant laws and regulations, which reflects the macro control and guidance at the regional level. On the basis of comprehensive consideration of relevant urban factors, the verification model uses the multi-factor comprehensive evaluation system to assign values to specific plots according to their suitability of being designated as receiving and sending areas, which reflects the adjustment of median implementation at the land parcel level.Finally, according to the transfer principles of the balance of supply and demand of development rights, checking the research results.
