通过政府座谈、实地调研、现场实测、模拟分析等研究方法,对北京市既有农宅规模化节能改造的实施方案和政策体系等进行了梳理分析和效果评估,得到如下结论:北京市截至到2016年底共完成了71万户的农宅节能改造工作,农宅保温改造的平均节能率约为28.3%,节能改造后平均室温提高了2.6℃; 每年可以节省59万tce,减少约0.24万t的PM2.5排放、170万t的CO2排放、0.09万t的SO2排放和0.15万t的NOx排放; 农户对操作流程、施工质量、节能效果和自筹费用方面达到满意和非常满意的总比例达到80%以上.北京市作为首个把既有农宅节能改造从整市层面进行规模化和系统化推广的地区,在技术方案、管理机制和推广模式等方面摸索出了很多经验,取得了显著的经济、环境和社会效益.

This paper studied the implementation schemes, policy system and effects on the large-scale energy saving renovations of existing rural buildings in Beijing through the government panel discussion, household survey, field measurement, simulation analysis and other research methods. Conclusion s are drawn as follows. Until the end of 2016, Beijing has completed a total of 0.71 million rural households of energy-saving renovation, of which the average energy saving rate is about 28.3%, and the average room temperature after the insulation renovation improves 2.6℃. Every year, it can save 0.59 million tons of coal equivalent, and reduce about 2400 tons of PM2.5 emissions, 1.7million tons of CO2 emissions, 900 tons of SO2 emissions and 1500 tons of NOx emissions. The proportions of rural residents who are satisfied or very satisfied with the operation process, construction quality, energy-saving effect and self-raised cost are above 80%. Beijing, as the first city to carry out large-scale and systematic promotion of the energy-saving renovation of existing rural residential buildings, has explored a lot of experience in the aspects of technical scheme, management mechanism and promotion mode, and has achieved remarkable economic, environmental and social benefits.
