参考相关文献和法规,结合地下综合管廊自身特点,建立全寿命周期风险评估指标体系;采用模糊层次分析法(IFAHP)进行风险评估,得到风险因素总排序,并利用决策实验和评价实验室法(DEMATEL),从风险因素内部影响关系入手,分析关键风险,找出原因因素和结果因素。结果表明,原因因素为:施工方缺乏管廊施工经验,不可抗力风险,缺乏相关政策、法规支持,材料进场检验及保管不到位,设备进场检验、施工操作及保养不到位,地下空间和土地的使用权获取难度大;结果因素为:安全施工风险;项目融资难度大,收费方式选择不合理或未进行及时调整,运营责任不明确。有利于针对性的风险控制,降低事故发生率,为地下综合管廊全寿命周期风险管理提供重要参考。
Abstract:
With reference to relevant literature and regulations , combined with the characteristics of the underground comprehensive utility tunnel, the life-cycle risk assessment index system is established. Use IFAHP for risk assessment, obtain a total ranking of risk factors . DEMATEL method is adopted to analyzed the key risk s, the cause factors and the result factors are found. The results show that the reasons are: the construction lacks the experience of underground comprehensive utility tunnel, force majeure risk, lack of relevant policies and regulations, insufficient material inspection and storage, equipment entry inspection, construction operation and maintenance are insufficient, and the access to underground space and land are difficult to obtain; The result factors are: safety co nstruction risk; project financing is difficult, the charging method is unreasonable or not adjusted in time, and the operational responsibility is not clear. It is conducive to targeted risk control, reducing the incidence of accidents, and providing an important reference for the life-cycle risk management of underground comprehensive utility tunnel
