摘要:
文物和文化遗产保护利用是国土空间规划的重要内容.在五级三类国土空间规划体系中，市级历史文化保护规划处于承上启下的关键位置，具有统筹性和实施性特征.本文检索和分析市级历史文化保护规划的相关研究发现，保护对象的研究视角丰富，历史文化空间评价技术方法和文化保护传承格局构建、历史文化保护线划定方法多样，但是科学性、技术性、应用性尚待进一步加强，引导、管控和衔接策略有待进一步明晰，与“三线”协调等问题尚待形成共识.进而，从深化理论研究、加强评价技术方法研究、完善保护规划工具三个方面，对未来市级历史文化保护规划研究进行展望.
Abstract:
The protection and utilization of cultural relics and cultural heritage are important contents of territorial and spatial planning. Within the fivetiered, threecategory territorial and spatial planning system, the municipal level historical and cultural protection planning holds a pivotal position, with the characteristics of overall planning and implementation. This article reviews and analyzes relevant research on municipal level historical and cultural protection planning, revealing a rich array of research perspectives on the protected objects. There exist diverse techniques for evaluating historical and cultural spaces, constructing cultural protection and inheritance frameworks, and demarcating historical and cultural protection lines. However, further enhancement is required in terms of scientific rigor, technical proficiency, and practical applicability. Strategies for guidance, control, and cohesion need clarification, and consensus on issues such as coordination with the “three lines” remains to be achieved. Furthermore, this paper provides a vision for future research on municipal level historical and cultural protection planning, focusing on three aspects: deepening theoretical research, enhancing evaluation techniques and methodologies, and refining protection planning tools.
